109th and 110th Congress Constituency Maps

FairData, in association with Techpolitics, has developed maps of key constituency data for the 109th and 110th Congress.

The arrow icons below this text link to maps showing median household income by congressional district. Detailed tables which may be sorted by column and tie data to votes are found on the Techpolitics web site by clicking here.

Additional maps show percentages of minorities as well as socio-economic data from the 2000 census, party affiliation, Bush-Kerry and Bush-Gore (county-level), campaign contributions, social security recipients and unemployment rates (county level). Change maps by clicking the drop-down menu under "Compare Maps" to the left of the map image.

Depending on the zoom level, you can add and remove map layers (e.g. highways, places, county lines) by checking or unchecking the display boxes below the map image. Then click the Redraw button to refresh the map.

Starting at a scale of about 500 miles, you can hide the congressional theme in order to display county, tract, and block group themes. To do this, remove the check mark in the box to the left of "Congress District" underneath the map image, then click "Redraw". For the demographic maps based on the census, block group (neighborhood-level) themes automatically display at a scale of about 5 miles.

As described below, we have also produced an extensive set of charts comparing socio-economic census data for all congressional districts.


110th Congress Constituency Mapper

Map 1 (Default) -- Median Household Income (1999)


This map shows the new 110th congressional boundaries for Georgia and Texas

At a scale of about 5 miles, block group median household income is displayed in purple boxes. Note: Incumbent and party affiliation data are from early 2007. There are nearly 7,500 legislators nationwide, so changes occur every month. Party affiliation is more stable than the name of incumbent.

Map 21 -- Sec. 203 Language Map -- (Voting Rights Act language minority 18+)

This thematic map shows the percentage of voting age persons who do not speak English "very well". This category includes all non-English speakers 18 and over who speak English "well", "not well", or "not at all".

The counties outlined in blue that overlay the congressional boundaries are currently covered by Sec. 203 of the Voting Rights Act.

At a scale of about 5 miles , the number (by block group) of 18+ non-English speaking persons who do not speak English "very well" is displayed in purple boxes.

Latino Registered Voters in CA by Precinct (2004)

This file (about 3.5 mb) shows Latino registered voters as a percentage of all voters in California by 2004 statistical precinct. It is based on data obtained from the California Statewide Database.

The coverage is identical to the Bush-Kerry map described in our previous post, except that the map excludes precincts where less than five percent of registered voters are Latino. Those under five percent areas are transparent.

As in the Bush-Kerry map, some areas could not be matched to precinct geography. Those precincts, along with unpopulated areas, are also transparent on the map.

These are statistical precincts and in many instances do not follow local precinct boundaries for registration and elections.

The statistical precincts are coded by zip code.

Use CTRL-Click on the map to display a balloon popup with the voting stats for a specific precinct surrounding or near the clicked point.


Use the edit menu item “Find in Places” to locate and scroll through all precincts around a specific zip code.

In addition to the thematic map file above, you can download this point overlay file to click and view by precinct the total number of registered voters and the number of Latino registered voters at the time of the 2004 election.

Google Earth -- Bush-Kerry by Precinct in California


We can convert any thematic voting map into Google Earth .kml/kmz format. For an extreme statewide example, check out this Bush-Kerry statewide precinct map for California.



The file is large, so you will need a fast computer and a relatively new graphics card. Here is a much smaller one showing Washington DC voting precincts.

California Get-Out-The-Vote Maps

FairVote2020 has developed an interactive map showing Latino voter registration rates from the 2000 and 2004 general elections in California.

The 2000 map shows block group level estimates of unregistered Latinos (Map 1). The 2004 map (Map 26) shows the 2004 precinct level count of registered Latinos as a percentage of all registered voters.

Additional maps include census data on English proficiency, race, ethnicity, and income. Map 24 displays Bush-Kerry percentages (head-to-head) at the precinct level, excluding absentee ballots.

Zoom in on the map by clicking on the button at the top and then on the map. Change maps by clicking the drop-down menu under "Compare Maps" to the left of the map image window.

Use the INFO tool to query for voter registration and election data. November 2000 registration data at the block group level are in the field "Block Grp Vote (CA)". November 2004 registration and election data at the precinct level are in the field "CA_SSPrecincts_04." (SS Precincts are statistical precincts and in many instances do not follow local precinct boundaries for registration and elections.)

At the end of this page is a link to Adobe maps showing registered Latino voters by precinct for California cities with Latino populations greater than 15%. There is also a link to a second set of maps for the same 300 places displaying Bush-Kerry by precinct.

Also, there are links below to Google Earth .kml files showing Bush-Kerry and Latino registered voters by precinct. The files are large, so you will need a fast computer and a relatively new graphics card.

Unregistered Latinos in California

Google-FairData Base Map (start with a Google map interface)

Map 1 (Default) -- Unregistered voting age Latinos by block group

This map is based on block-level registered voter estimates from disaggregated precinct counts as of the November 2000 general election.

At a scale of about 10 miles, block group level counts for the voting age unregistered Latino population are displayed in purple boxes. It is important to remember that the numbers are only estimates of the unregistered. Also, the unregistered count has not been adjusted to exclude non-citizens.

To display 2004 SS precinct boundaries (green lines) in Maps 1 and 2 click on the designated box below the map image, then select "Redraw". You must be zoomed in to a scale of about 10 miles to view the boundaries. Block group boundary lines (blue lines) can be removed by clicking off the check in the designated box.

Map 2 -- Spanish-speaking population (ages 18+) by English proficiency

This map displays the limited English-speaking population (voting age Spanish-speakers) The map is based on SF3 sample block group data. Block group color coding shows the percentage of Spanish speakers who either "do not speak English well" or "do not speak English at all". At a scale of about 5 miles, block group population counts for these two limited English categories are displayed in purple boxes.

Note: Some official definitions (for instance, Voting Rights Act Sec. 203 language minority coverage) extend the term "limited English" to include persons who "speak English well". Under these interpretations, just one category -- "Speak English Very Well" -- defines persons who are considered proficient in English.

The map can be used to identify polling places where Spanish-speaking voters are likely to experience difficulties and for voter registration drives.

Firefox 2.0 Incompatibility Fix

The zoom tools on the interactive map applications do not work correctly using Firefox. ZOOM TO does not produce a table below the map and there is no visible bounding box for the zoom tools.

Here are two Firefox extensions that use the Internet Explorer engine to display the zoom bounding box and ZOOM TO table.
1. Install IE View to always view FairData maps in Internet Explorer --set to http://216.55.182.132/FairData/
